There is a possibility that a foreign national already in Japan with some sort of visa status, may have “Designated Activities” added to that status of residence, for example in case of Application for Permission to Change Resident Status.

Work permission for Designated Activities visas are determined on an individual basis. The applicant needs to check their resident card and certificate of designation before taking on any work.

Conditions for (2)
a. Educational background conditions (graduated from a 4-year university in Japan and completed graduate school)
b. Japanese ability conditions (applicants who have passed the JLPT level N1 or attained at least 480 on the BJT, or individuals who majored in Japanese at an overseas university and graduated from/completed a university/graduate school program in Japan)

Foreign national patients and their companions visiting Japan for the purpose of medical treatment, etc.

Generally hospitalization of the applicant (patient) is a requirement. A Short-Term Stay visa may be obtained instead for treatment that takes fewer than 90 days.

Residents of Japan are only required to pay 20 to 30% of their medical bills due to health insurance, but visitors from overseas are responsible for their entire bill as they are not paying into the health insurance program. Even if the family of a visitor resides in Japan, there is no discount for medical care and it is not usually an ideal destination for medical tourism.
